The Ministry of Manpower sets the Progressive Wage Model minimum at SGD 1,650 per month for general cleaners and SGD 1,850 per month for those handling specialised cleaning as of 1 January 2026. Overtime must be paid at 1.5 times the hourly rate after 44 hours per week. Employers must also provide at least SGD 150 in training allowance annually.

Foreign workers must hold a valid Work Permit issued by the Ministry of Manpower with a monthly levy of SGD 450 for non-Malaysian cleaners and SGD 300 for Malaysian cleaners from January 2026. The permit is valid for up to two years and requires a security bond of SGD 5,000. Employers must ensure the worker passes a medical examination within two weeks of arrival.

No minimum educational qualification is required for cleaning staff roles according to the Ministry of Manpower guidelines updated for 2026. Applicants must be at least 18 years old for Work Permit holders and pass a basic medical check confirming fitness for physical work. Prior experience is not mandatory but certified training in cleaning safety adds preference in hiring.

Applicants must submit a valid passport or NRIC, recent passport-sized photo, educational certificates if any, and a completed employment contract to the Ministry of Manpower portal. Foreign applicants additionally need a valid In-Principle Approval letter and medical report from an approved clinic dated within three months. All documents must be uploaded by 31 December 2026 for new permits.
